Non-Residential Supplemental Tuition

The non-residential supplemental tuition (NRST), currently $29,754 a year, affects thousands of our union members, especially international student workers and undergrad students, both domestic and international, who could not establish residency in California.

Many students have to pay the NRST out of pocket while working as an Academic Student Employee. Some are required to work more in the course of their studies in order to get departmental coverage for the NRST. Others are subject to immense pressures to advance to PhD candidacy and/or finish their programs far ahead of the normative time in order not to be charged the NRST. Many departments, programs and professors are less willing to admit international students in the first place, who are deemed "more expensive".

Our union is determined to address the significant and multi-layered burden of the NRST on our members. In Spring 2019, members launched a statewide campaign to oppose the proposed NRST raise. In order to stop further increases and end UC’s practice of charging students to work through fees and tuition, our union will need to continue to build power. This campaign was a great step forward, as many international student workers joined our union, participated in union actions for the first time, and stepped up to play a leading role in organizing, including petition deliveries to Chancellors at UC Berkeley, UC Davis, UC Irvine, UCLA, UCSD, UCSB, and UC Riverside.
